He was a public administration specialist at the Asian Development Bank in Metro Manila. he has a Master in Law (Magister Juris) of the Oxford University and a Master in Political Science (Master of Arts in Political Science) of the Birmingham University. He is also the principal author of “A Comparative Analysis of Tax Administration in Asia and the Pacific (Asian Development Bank, 2014)
