MARIA EUGENIA TORRES ARELANES

Industrial Engineer from the Industrial University of Santander (Colombia), with a Specialization in Administration with an emphasis on Human Resources from the University of the Andes (Colombia). Certified TADAT Assessor (2021). Holder of the Digital Government Fundamentals Credential from IADB.org (2020). Completed the International PMP Certification Course at the Colombian School of Engineering (2017).

She has 20 years of experience as a career official in the Colombian Tax Administration (DIAN), holding coordination, supervision, and management positions in the areas of revenue collection, tax arrears and enforcement, refunds, and taxpayer services. She has also held senior management positions at DIAN, including National Deputy Director of Revenue Collection and Regional Director of Taxes of Bogotá. She led several system modernization projects at DIAN financed by the World Bank, including Debt Collection Management, Taxpayer Current Accounts, Refunds and Offsets, Taxpayer Registration, and Electronic Filing.

She has 13 years of experience as an international consultant in projects aimed at the modernization and strengthening of tax administrations, contracted through international organizations such as CIAT, IMF, World Bank, UNDP, CABEI, IDB, and GIZ. Her work includes process diagnostics and improvement, technical project management, risk-based model design, coordination of functional teams, definition of requirements for implementation, and procurement of comprehensive technological solutions for tax administrations in several countries, including Guatemala, Panama, Ecuador, Honduras, El Salvador, Brazil, and Colombia.

She has served as a tutor in courses delivered by CIAT in Tax Administration and Tax Collection, and has collaborated in specialized tax publications. She is co-author of the Manual on Tax Revenue Collection and Enforcement (IDB–CIAT–GIZ) and has acted as a trainer in tax-related topics in CAPTAC-DR programs (2020–2023).

She participated in the TADAT Evaluation for the Internal Revenue Service of Ecuador in 2023.
