CIAT participated in the meeting “Taxation with an approach on gender, the contribution of the Tax Administrations”
On August 30, 2018, the Inter-American Center of Tax Administrations (CIAT), represented by our consultant/tutor María Goenaga, attended in Bogota the event “Taxation with a gender approach, the contribution of tax administrations“, organized by the Friedich Ebert Stiftung of Colombia (@fundacionFESCOL) together with @Latindadd. This meeting, framed in a broader project of “Taxation for Equity” led by FESCOL itself, was aimed at discussing how to develop a gender-centered approach research within the Tax Administrations (TAs).
Representatives of the civil society, the academic world, and five TAs of Latin America (Bolivia, Costa Rica, Colombia, Ecuador and Guatemala) participated in the event.
Since the tax policy is one of the main instruments to reduce social inequalities, and Latin America is one of the most unequal regions in the world, this event discussed the relevance of evaluating, from the regional TAs themselves, the possible gender gaps caused by their tax systems.
Thus, the meeting focused mainly on the presentation of research results with an approach on gender, recently developed by two TAs of the region: the National Taxes and Customs Directorate (DIAN) of Colombia and the Superintendence of Tax Administration (SAT) of Guatemala. These interesting and pioneering empirical studies of the region triggered a wide debate about the opportunities and challenges in the rest of Latin American countries to implement the gender perspective in the design of their tax systems, as well as to develop new research, similar to those of DIAN and SAT.
