IGF and CIAT Promote Discussion of Good Practices Related to the Negotiation and Application of Tax Treaties in the Extractive Sector
On March 3, 2022, a virtual workshop on bilateral tax treaties was held, organized by the Intergovernmental Forum on Mining, Minerals and Sustainable Development (IGF) and the Inter-American Center of Tax Administrations (CIAT), with the aim of sharing good practices to consider when negotiating tax treaties that are fairer and more sustainable in their practical application.
In this sense, relevant tools and aspects to be considered were presented and discussed, which would facilitate decision-making by tax treaty negotiators to optimize the performance of said treaties and safeguard tax revenues from the mining sector. The IGF presented its publication entitled “Protecting the right to Tax Mining Income: Tax Treaty Practice in Mining Countries”, (available in English, Spanish and French), which constitutes an important source of knowledge for countries where the extractive sector is relevant. For its part, CIAT presented its databases related to international taxation with a focus on bilateral tax treaties, the context of CIAT member countries, identifying good practices and comparing levels of development. This activity was attended by more than 200 officials from tax administrations, finance ministries and regulatory entities of the extractive sector, belonging to 35 countries. Some of these countries commented and discussed lessons learned and provided recommendations.
The CIAT Executive Secretariat and IGF will continue to cooperate to promote practices to address the risks and challenges facing developing countries.
