Fernando Serrano Antón

Professor of Financial and Tax Law at the Complutense University of Madrid and Jean Monnet Chair “EU Fair Taxation”, with extensive experience in the design and implementation of tax policies, institutional and professional advice, and academic leadership. My career combines more than thirty years of teaching and research with an intense participation in public administration and consultancy.
I have served as Director of the Cabinet of the Ministry of Finance of the Community of Madrid, Member of the Municipal Economic-Administrative Tribunal of Madrid, and Taxpayer’s Ombudsman of the Madrid City Council. From these positions, I have promoted improvements in the relationship between the Tax Administration and the citizens.
Specialist in international and European Union taxation, tax governance and taxpayer rights, I have led research projects funded by national and international public calls. I am author of reference publications, and member of the Standing Scientific Committee of the International Fiscal Association (IFA) and of the Instituto Latinoamericano de Derecho Tributario (ILADT).
I regularly collaborate with public agencies and private entities as a consultant and trainer and participate in national and international forums on the challenges of the tax system in contexts of digital transformation, sustainability, and tax justice.
I defend a fair and simple tax system, adapted to the challenges of our time.
