Marcela Silva Castillo specializes in Human Talent Management, psychologist, and Certified Knowledge Management Officer (CKMO), with a prestigious career of over 20 years in strengthening the institutional capacities of Tax Administrations in Latin America. Her work is centered on the integration of personnel and knowledge management as basis for digital transformation and organizational efficiency.
She has led projects in collaboration with the CIAT, and, through DonPeople Consultancy, has developed projects oriented towards modernization of personnel management systems, talent professionalization, and consolidation of institutional knowledge.
In her book, “From diagnostic to action. Solutions for the talent management of IT in the Tax Administration. A focus on Human Resources”, published by the CIAT, the author presents a critical and proactive view on the challenges that HR and IT departments face in the tax administrations on a global scale, offering a set of solutions applicable not only to these institutions, but also to any type of organizations public or private that wants to strengthen talent and knowledge management.
