PROFISCO-CIAT Project: HR Component and Training
On March 31 in Las Palmas (State of Tocantins, Brazil), a CIAT delegation completed the first visit of the PROFISCO-CIAT technical assistance project; the topics covered during this visit were as follows: The Human Resources (HR) of the Secretariat of Finance (SEFAZ), the Finance Management School (EGEFAZ), and Tax Culture.
The delegation was formed by Isabelle Gaetan, Head of the French Mission at CIAT and Maureen Perez, Coordinator of Training and Human Talent Development. They have analyzed with the SEFAZ and EGEFAZ public servants all the processes they carry out in their respective functions. In relation to HR, the specific topics analyzed were recruitment, career, performance evaluation and productivity, efficiency, modernization and competencies. Of the issues considered in relation to the Management School were discussed, among others, the training plan, the management, and how to modernize and revitalize the EGEFAZ role. The issue of Tax Culture was more focused on how to evolve from Tax Education to Tax Culture, and the various actions that may promote tax citizenship and tax compliance throughout the year rather than just during specific periods. All the items discussed will allow for a mapping of the existing processes for these three areas, which will be useful in the short-term to develop a proposal adapted to the realities and circumstances of the State of Tocantins. |
