Cooperation Program between the State Secretariat for Economic Affairs of the Swiss´s Government and the Inter-American Center of Tax Administrations
On Thursday, October 9, 2014, on occasion of the CIAT Technical Conference in Santiago de Compostela, Spain, the CIAT Executive Secretary, Mr. Marcio Verdi, the Program Manager of the State Secretariat for Economic Affairs (SECO), Mr. Carlos Orjales, and the CIAT Director of International Cooperation and Taxation, Mr. Gonzalo Arias, announced their intention to implement a three-years cooperation program addressed to tax administrations of Latin American and Caribbean countries.
The program’s general objectives are to provide support to promote the mobilization of additional tax revenue, reduce dependence on official assistance for the development, and enable sustainable financing to reduce poverty and implement development programs. The specific objectives are to improve the tax administrations efficiency and consequently increase the levels of collection.
The SECO-CIAT program will coordinate its efforts with other regional cooperation programs implemented by the CIAT, such as those developed by GIZ of the German Cooperation, the International Tax Compact and the EUROsociAL II Project.
The main topics of the program are the tax administration processes (risk management, research, monitoring, collection and enforcement); monitoring the outcome of the tax policy and tax administration to strengthen the decision-making process; human resources and training; and information and communications technology.
