Iberoamerican Tax administrations discuss experiences on international taxation
As a result of the strategic alliance between the Spanish Cooperation, the GIZ of Germany, the Tax Administration of Spain, and CIAT, the “Regional Meeting on challenges in the field of international taxation” was held in Antigua, Guatemala, from November 21 to 23, 2016. This event included participants from tax administrations of Argentina, Bolivia, Chile, Costa Rica, Ecuador, El Salvador, Guatemala, Mexico, Nicaragua, Panama, Paraguay, Dominican Republic and Uruguay, and a representative of the Spanish Tax Administration. Representatives of the sponsoring organizations, the Head of the Spanish Mission before CIAT and the University of Maastricht were also participating
The purpose of the activity was to share experiences on tax policy and tax administration issues related to the control of multinational companies, to discuss viewpoints, best practices and tools to support the control of international tax planning.
Among the most relevant aspects of the discussions are the design and implementation of measures for the transfer pricing control of commodities, the information regime known as Country-by-Country Report, as well as regional cases of success, mainly related to operations that involve primary products.
The participants presented regional conclusions on the BEPS Initiative, which will be published in upcoming news.
On the other hand, it has been possible to verify progress in the design of policies and their effective implementation, as a result of cooperation from CIAT with resources from GIZ of Germany and SECO of Switzerland, through presentations provided by participants from Bolivia, Guatemala and El Salvador.
It is worth mentioning the contribution of the company ORBITAX, which presented a software that provides insights on how to process and use information obtained through transfer pricing regimes, especially the Country-by-Country Report.
