Yacqueline Lecca Rivera
With 32 years of service in the Tax and Customs Administration of Peru (SUNAT), plays a prominent role in institutional management transformation. She has held key leadership positions, such as Manager of Information and Risk Analysis, and Director of the Digital Transformation Program.
Currently, she leads the Office of Integration of Institutional Programs and Projects (OIPPI) and represents SUNAT as the Leader of Digital Government and Data Governance Officer.
Under her leadership at OIPPI, she has spearheaded disruptive digital transformation projects, notably in the tax sector, including electronic payment receipts, comprehensive electronic management of VAT, electronic notification and filing, and electronic control of merchandise traceability. In the customs field, she has led projects such as Smart Ports, Airports, and Land Borders, and Control and Intelligence Management, significantly contributing to process and service improvements for citizens.
In her academic pursuits, she has collaborated on the publication of nine customs titles with the support of the Andean Community and the European Union. Additionally, she secured the second position in the II SUNAT Essay Contest-2012 for her work on “Customs and Tax Procedures,” focusing on “Technological Innovation with Mobile Equipment.”
