He is a Senior Specialist in the Fiscal Management Division of the IDB. He previously worked as Country Economist at the IDB and as Manager of Public Finance Analysis at the Bank of Mexico. He holds a B.A. degree from the Research and Economic Teaching Center in Mexico and a Ph.D. in economics from Boston University. His areas of interest are macro-fiscal policy, tax decentralization and efficiency of public spending, topics on which he has written research articles.
