Yacqueline Lecca Rivera

Yacqueline Lecca Rivera is a career public official with 35 years of experience in tax and customs administration. Over the past decade, she has led continuous improvement and digital transformation initiatives, holding senior management positions in programs and projects related to information and risk analysis, digital government, and data governance.
She has spearheaded the implementation of innovative solutions, including Electronic Invoicing, Electronic Notifications and Electronic Case Files, the Electronic Waybill, the Integrated Electronic Records System (SIRE), the Integrated Non-Intrusive Information and Control System, the Single Physical Inspection (RFU), the Electronic Baggage and Currency Declaration, Electronic Customs Reports, RFID seals, and analytical models based on MLOps.
These initiatives have received several recognitions, including the Good Practices in Public Management Award(2024) and the Business Creativity Award (2016, 2017, and 2023).
She is currently involved in the development and implementation of artificial intelligence solutions for the systemic and business processes of Peru’s Tax and Customs Administration, including the preparation of the AI Integration Feasibility Report (2025) and the implementation of the AI Cognitive Agent pilot based on Retrieval-Augmented Generation (RAG) in 2026.
In the academic field, she has contributed to the publication of nine customs-related titles and was awarded second place in SUNAT’s Second Essay Competition for her work on technological innovation in customs and tax procedures.
