Together with CIAT and the Swiss Cooperation -SECO-, SAT of Guatemala strengthens its collection process

On July 15, 2025, a CIAT delegation visited the SAT of Guatemala to discuss the progress of the project called “Modernization of the Legal File Management System” -SGEL by its acronym in Spanish-, whose main purposes are to integrate processes to reduce management times, provide better service to taxpayers, and optimize collection management.

At the meeting held with the teams of the Legal Affairs Intendancy and the Information Technology Management of SAT, actions were discussed to ensure the effective implementation of the new procedures designed within the framework of the project and the impacts that have been generated to date as a result of the knowledge acquired during the reengineering of procedures associated with the SGEL. The SAT ensured the sustainability and scalability of the Project, given that it is part of the Institution’s Management and Operational Plan.

During this visit, the CIAT delegation met with Superintendent Werner Ovalle, Superintendent of the Superintendency of Tax Administration (SAT) of Guatemala, and with Director Adriana Estévez, Member of the SAT Executive Council. During the meeting, they discussed SAT’s strategic priorities and presented CIAT products and services. They also discussed SAT’s main objective to generate voluntary compliance, experiences, and opportunities for cooperation in taxpayer relations mechanisms, tax certainty, and taxpayer services.

On this latter issue, the possibility of generating an exchange between SAT and Spain’s State Tax Administration Agency (AEAT) was explored, as well as the possibility of accompanying the Central American regional committee.
