Latin American Tax Administrations Discuss Challenges and Best Practices in Tax Management
The CIAT Executive Secretariat, with the support of Mexico’s Tax Administration Service (SAT), the Spanish Agency for International Development Cooperation (AECID), the Spanish National Distance Education University (UNED), and the Foundation for the Internationalization of Public Administrations (FIAP), held a workshop on July 16 and 17, 2026, in Mexico City, a workshop aimed at understanding tax administrations’ perspectives on challenges and best practices in the areas of tax management, risk management, and technology.
To this end, a carousel methodology was adopted, under which three groups of participants attended three thematic sessions (tax administration, risk management, and technology) to identify problems and solutions, as well as best practices, considering their applicability in tax administrations with a basic level of maturity. The results were put to a vote to determine the relative importance of each of the proposed issues and best practices and to draft a document that will be incorporated into the Manual on Tax Administration, which is currently being developed by the CIAT Executive Secretariat with financial support from AECID.
The meeting was attended by representatives from tax authorities in 12 Latin American countries, as well as the UNED, the FIAP, and the AECID.
