Really?
When I was writing the paper I was going to present at the 22nd General Assembly and Technical Conference of the Caribbean Organization of Tax Administrators (COTA) in Port of Spain, on the topic of “The use of Information Technology in Workflow Management,” I decided to leave out the sexy part. Consistently, I also left that sexy part out of the PowerPoint presentation I used to help the audience cope with my English. But I did make comments on that particular aspect of IT-based collaboration that gives a title to this post and would qualify as “sexy”: the potential relation between Business Process Management (BPM) and Unified Communications (UC).
I am not talking about the BPM engine writing in your Facebook timeline when a Service Level Agreement is close to being violated; not even posting there when your goals for the quarter have been met, although I know a couple of friends that would think that would be cool, or effective, or both. What I am talking about is the opportunities that would come from the integration of BPM systems that support human-centric operations with what we call now Unified Communications. The ability to communicate with voice, video, instant messaging (IM) and to seemingly switch between them as needed.
I am not talking about Intranet Blogs or Wikis, though they may be also used. I am talking about writing a document simultaneously, GoogleDocs style: many hands, many keyboards, and many kilometers in the middle. That collaboration, of course, could happen in a particular instance of a process, when preparing, for example, a request letter asking for some transfer pricing related information. The participants could be the three auditors assigned to the case, their supervisor, her assistant and the expert in transfer pricing aspects in pharmaceuticals. Their collaboration could be asynchronous, in a tracking of changes approach, but could be synchronous with the help of a shared agenda and a presence recognition that would notify all parties whenever the full team is connected.
Instant messaging exchange with presence recognition could certainly be used. One simple application of that technology would be the approval of documents or decisions by supervisors that would be particularly useful for remote workers, like field auditors, that could exchange opinions via IM with their supervisors, explaining their concepts or asking for instructions. The chat would be saved as part of the file. The BPM – UC integration will know the dates, IP addresses, location (yes in terms of precise longitude and latitude) and local times of the parts involved. The content of that chat could be searchable both within or outside the case. In fact, if needed, the chat could become an audio or video call. Although we have to admit that the technology to search for audio or video content still has a lot of room for improvement.
Another potential application of IM usage inside a process involves taxpayers. Let´s imagine that using the BPM, the administration offers the taxpayer a read-only restricted view of a case status. The BPM-UC integration would notify the proper officer when the taxpayer is querying the case and if available could offer a chat session that, of course, would be saved with the case. The chat session would be used for explaining the actions taken and answer questions the taxpayer would have that otherwise would force him or her to call or to come to the nearest tax office.
Finally, to end today´s dream, let´s think of a process that would require at some point the decision of a committee that could vote on-line (a solution like this was built by CIAT using a Workflow Management System so administrative Judges could vote in appeals cases in the State of Santa Caterina, Brazil). But the BPM-UC integration could take things a step further: instead of using the system to just register the vote, a video-conference with the debate could be held, regardless of the geographical location of the judges, the conference would be saved with the case. A judge could be at their office, in front of her sophisticated Internet Protocol (IP) phone with camera and high-definition screen; another could be far from his office, using a pair of headphones and his choice of mobile gadgetry; both will be able to listen to each other, see each other, review a document, highlight a part of it, and cast his or her reasoned vote. Admittedly, the size of the screen of the judge on the go will be smaller and it will require some training to actually highlight a couple of words from a long document, but the effort could be compensated with whatever view is replacing his very daily, very boring, office.

Dios! Agradezco a la vida por tener este modelo de amigo! Raúl Zambrano, Me encanto este reportaje, me invita a pensar de nuevo en la educacion a distancia, donde nuestros compañeros tributaristas de varios paises pudieran intercambiar en foros sus opiniones, o los estudiantes a distancia por intercambio de las admnistraciones tributarias pudieran presentar sus tesis a un panel de profesores del ciat, desde sus lugares de trabajo o descanso, o mas allá… desde una hermosa playa de margarita!. Mis cariños a todos los integrantes de la comision del CIAT, con los que tuvimos el honor de compartir desarrollos importantes en la plataforma informatica y tributaria de Venezuela. Me complace haber hecho el desarrollo de las declaraciones electronicas para mi pais en un momento politico en que todos habian perdido la credibillidad del avance, ese empuje lo recibi con la oportunidad de haber trabajado a su lado un par de años. Podríamos decir que Skype da una buena idea en el sentido en que si, por ejemplo, estamos chateando en Skype podemos solicitar pasarnos a audio, o prender las cámaras y vernos.
Pero es mucho más que Skype, la colaboración para editar documentos, por ejemplo no se trata de enviar un archivo en el un extremo y recibirlo en el otro, si no de simultáneamente editarlo en las dos (o más) partes. Cada uno ve, en línea, lo que el otro está escribiendo. Claro, el primer borrador seguramente lo escribiría solo una persona. Claro que, al menos por ahora, para tener en Skype en video a más de un contacto se requiere un servicio pagado y no gratis.
La otra notable diferencia, es el ámbito de referencia. Uno utiliza Skype (u otro medio de IM) para hablar de cualquier cosa con nuestros contactos. Pero aquí, la idea es que esa interacción, por ejemplo la votación sobre una decisión, ocurra como una actividad en un determinado proceso. Sobre un caso particular. Solo los responsables por tratar ese caso tendrían acceso, nadie más. Yo no podría votar, por ejemplo, en casos que no me han sido asignados. La bitácora de accesos y las grabaciones de mensajería estarían asociadas precisamente a ese caso en particular.
La complejidad de video conferencias con muchas partes, pasa porque al no poder ya establecer una comunicación punto a punto donde tu ves lo mío y yo lo tuyo, un tercer (un servidor de UC por ejemplo) tiene que realizar la composición de los videos de entrada de todos los participantes y enviar un solo video compuesto de regreso a los participantes. Esto significa, una significativa capacidad de cómputo, pero también una demanda muy importante sobre las redes corporativas. Un uso masivo de video dentro de la organización para los procesos, demandaría infraestructuras de comunicaciones muy sólidas. Las inversiones podrían ser importantes no solo hacia afuera, sino también casa adentro, los actuales equipos podrían no ser suficientes para atender el tráfico potencial.
Es un gran proyecto, que en el futuro las administraciones tributarias deberán poner en práctica inicialmente seria en el área de fiscalización donde los auditores de campo tienen contacto directo con toda la documentación y registros contables a revisar y con los dueños o representantes de las empresas y que ha medida que avanza el proceso de fiscalización según el sistema que propone podría estar comunicado en línea con su supervisor, con el contador de la empresa, con el dueño o representante legal de la misma, y además teniendo en cuenta la actividad económica de la empresa en fiscalización sea de agroindustria, minera, de procesamiento de productos hidrobiológicos, etc. se podría solicitar información sobre los rendimientos y porcentajes de mermas que se originan en cada proceso productivo; y si son para exportación, podría enlazarse comunicación con la Agencias de Aduanas encargadas del trámite de exportación y la ADUANA autorizada de aprobar la salida del producto, en fin, se aplicaría en todas las causisticas de las fiscalizaciones.
Las administraciones Tributarias de diversos países con el fin de combatir la elusión y evasión tributaria podrían celebrar convenios para intercambiar información, independientemente en los que algunos estados tienen celebrados convenios para evitar la doble imposición.
Usted ha dado una gran idea, ahora, es iniciativa de las administraciones tributarias, especialmente las de latinoamericanas en donde sus administrados (tanto empresas como personas que se dedican a actividades económicas) aun no se ve, ni se siente, hayan desarrollando y entendido lo que es conciencia tributaria, desarrollen este gran proyecto.
