Decease of Mr. Menalco Solís, first CIAT Executive Secretary
The Inter – American Center for Tax Administrations – CIAT communicates that Mr. José Menalco Solís Rivas, Panamanian lawyer, recognized public man, and first CIAT Executive Secretary from 1967 to 1982, has passed away.
Mr. Solís was born in 1937, he conducted his academic studies at Harvard University, Cambridge, Massachusetts (1962), at the University of Tulane, New Orleans, Louisiana (1961), and at the University of Fordham, New York (1958).
He stood out as the founder of our Center, in Washington, D.C. with the support of the United States of America in the framework of the Alliance for Progress Program, and held the Constituent Assembly in Panama City, Panama, in May 1967, headquarters of the CIAT Executive Secretariat until today.
The CIAT, initially conformed of 19 countries of the Americas, today has 42 member countries on 4 continents.
Menalco Solís, was General Director of Revenue of Panama, Minister of Planning, and Minister of Economic Policy and Treasury, among other important positions.
