CIAT Executive Secretary, Marcio Verdi, will participate in the Seminar “Taxation in Brazil: the reform we want” in São Paulo
On May 30, 2017, Márcio Verdi, Executive Secretary of the Inter-American Center of Tax Administrations, will be making a presentation on Global Challenges for Tax Administrations in the International Seminar “Taxation in Brazil: the reform we want“, to be held May 29 and 30, at the Renaissance Hotel, Alameda Santos 2233, in the city of São Paulo.
This event is organized by the Association of Income Tax Agents of the State of São Paulo (Afresp) in partnership with the Inter-American Development Bank (IDB). The Seminar endeavors to provide an overview of the crisis of the state of São Paulo and the Brazilian tax crisis, partly due to the deterioration of the consumption tax base that affects the states, municipalities and Brazil in general. It also intends to offer elements for reflecting on the structuring of a more efficient tax reform model for the country.
On the first day, there will be an overview presentation of the current Brazilian tax system, as well as some international experiences of VAT taxation in Argentina and Europe. The other half of the second day’s agenda will be devoted to the discussion of three different Tax Reform proposals (namely: Brazil as a Federation, the states, companies and academy).
The two days of intensive discussions will be conducted by professionals and national and international tax authorities: Pedro Taques, Mato Grosso governor; Luiz Carlos Hauly, the federal representative and rapporteur of the proposed Tax Reform in Congress; Víctor Fabián Chebel, from the National University of Cordoba (Argentina); José Manuel Guirola and Ignacio Corral, from the National University of Distance Education and the Institute of Fiscal Studies of Spain; Luiz Antônio Bins, Deputy Secretary of the Rio Grande do Sul Department of Finance; Bernard Appy, Eurico Marcos Diniz de Santi, Isaias Coelho, Nelson Machado, Directors of the CCiF (Fiscal Citizenship Center); Fernando Rezende, from FGV-RJ; Márcio Verdi from the Inter-American Center of Tax Administrations (CIAT); Edson Vismona, from ETCO (Brazilian Institute of Concurrent Ethics) and Eudaldo de Almeida Jesus, from ENCAT.

Registration is free for the community of tax auditors from all over Brazil, state authorities and class representatives. For other participants, the registration fee is BRL R$ 1100 (US$ 335), valid for the two-day event and subject to achieving maximum capacity.

Understanding the VIVA Movement
Led by Afresp and with the support of the Inter-American Development Bank (IDB), the VIVA Movement provides an alert to the urgency of a tax reform based on consumption. We add the role of a bank that actively finances and participates in the modernization of state tax administrations with the knowledge and experience of the Income Tax Agents (AFRs), which act directly in tax management.
The International Seminar is the highlight of the project. It is structured on two previous phases. First, the Regional Rounds, or a series of meetings in which tax professionals associated to Afresp discussed evidences and possible solutions to the fiscal crisis in the State of São Paulo State; and the Preparatory Workshop, in which participants selected in the previous stage considered in greater depth the work and the most relevant proposals discussed during the Rounds.
