Guardia di Finanza of Italy shares its experience with the AFIP of Argentina on administration of taxpayers by tax relevance

In the framework of the action line of voluntary compliance with tax obligations, developed by the EUROsociAL II program, funded by the European Union, and with the collaboration of the Italian mission before the CIAT, officials from the AFIP visited the Guardia di Finanza to deal with issues related to the administration of taxpayer by tax relevance. The visit was held in Rome at the headquarters of the General Directorate of the Guardia di Finanza, from June 30 to July 3.

In recent years, the AFIP has been working to consolidate its strategy of administration of taxpayers and collection management. To this end, it has adopted a model based on the segmentation of taxpayers, either by area of business, as well as for their tax relevance. From 2014, the AFIP has focused on the development of more and better “extensive collection controls”.

Through this exchange with the Guardia di Finanza, AFIP has been able to determine frontline mechanisms to carry out the risk analysis, within the framework of the programming of controls and the operation of the respective software applications required to run this analysis, in order to strengthen the aspects linked to risk management involving the management, service and control processes. Similarly, there have been exchanges on criteria to develop specific projects and operational plans on taxpayers’ sectors.

This activity is part of the action of voluntary compliance with tax obligations in the area of Public Finances of the II EUROsociAL programme, funded by the European Union, coordinated by the FIIAPP and in which the State Tax Agency of Spain (AEAT) and the Inter-American Center of tax administrations (CIAT) acting as operational partners.
