Jorge Rachid is appointed Secretary of Receita Federal in Brazil

The Receita Federal has a new Secretary. Jorge Antonio Deher Rachid is in charge of the organization for the second time, having exercised this function in the period from January 2003 to July 2008. The Decree of appointment was published on Friday, January 9.

He replaces Carlos Alberto Freitas Barreto, who is appointed Chairman of the Administrative Council of fiscal resources (Carf).

Speaking of this new challenge, Mr Rachid said “I am very proud of being a public servant in an institution of excellence as the Receita Federal and believe that managing it require a great sense of responsibility and commitment to the public interest”.

Mr. Rachid stressed the excellent performance of Mr. Carlos Alberto Freitas Barreto, saying that he administered the Receita with great competence and leaves a legacy of administrative efficiency. “To succeed Secretary Barreto makes my challenge greater, and his appointment to the CARF will contribute to a further integration of the tax administration and will bring improvements in this entity’s management.”

Career

Jorge Antonio Deher Rachid was born in the city of Porziuncola, RJ, in January 1961. He served as Tax auditor of the Receita Federal since January 1986. He joined the the Receita Federal Center in Salvador, Bahia, where he served as supervisor.

In 1996, he was appointed Control General Coordinator Adjunct; in 1997 and 1998, he was supervisor of National Control Departments. In August 1998, he assumed the role of General Control Coordinator until July 2000, when he was appointed Adjunct Secretary of Receita Federal, a function that he assumed until December 2002.

He was Secretary of the Receita Federal in Brazil from January 2003 to July 2008, also in charge of the Social Security Secretary of the Social Security Ministry, from November 2005 to March 2007. During this term, among other actions, he was in charge of modifying the PIS/Cofins legislation to avoid multiple public offices. He also modernized of the Customs Directorate, and developed and implemented the system of national Simples and the public system of Digital Documents – SPED (electronic invoicing and accounting documents and digital tax). He contributed to the integration of the Receita Federal Secretariat with the Ministry of Social security through the creation of the Receita Federal of Brazil (RFB) in March 2007.

From September 2009 to September 2013, he represented the Receita Federal in the United States as Tax and Customs Attaché in the Embassy of Brazil in Washington, DC. Currently, he is part of the Committee of experts on Tax International Cooperation iof the United Nations (UN); he also represents the Receita Federal in the Working Group on the Digital economy in the framework of the BEPS project of the G-20 and the OECD.

Before joining the Receita Federal, he occupied the position of municipal taxes tax agent in the city of Vila Velha/ES. He holds a degree in administration of the former Faculty of political and economic sciences in Rio de Janeiro, today named Candido Mendes Faculty.
