Meeting of the International Taxation Network

From 4 to 7 July 2017, the CIAT International Taxation Network Meeting was held at the Training Center of the Spanish Cooperation, located in the city of Cartagena de Indias (Colombia). The meeting was attended by representatives of 23 countries from Latin America and the Caribbean, Spain, the OECD, the World Bank, the UN, GIZ of Germany, LATINDADD, the Externado University of Colombia, the University of Castilla La Mancha of Spain and the University of Maastricht in the Netherlands.

The Network had its origin in 2003 under the name of “Working Group on Control of International Tax Planning“. Since then, numerous meetings have been held and work has been carried out, the most emblematic being the “Manual of Control of International Tax Planning” presented at the 41st CIAT General Assembly held in Barbados. The recent meeting is the first of what we might call the Network’s “third phase of meetings”, since in recent years CIAT has concentrated the efforts of its members to develop capacities through technical assistance and to foster technical exchanges between peers, with the support of technical partners and international sponsors. Technical documents were produced, along with technical events, and networking partnerships were developed, such as the Network with Civil Society (LATINDADD), which meets once a year, with the support of technical partners and international donors; and the BEPS Regional Network that we have been coordinating with the OECD and other relevant actors in Latin America.

Currently, many issues that have emerged from the international agenda and other issues of the region that do not yet have a definitive solution have motivated the need to resume face-to-face meetings of the Network. In the framework of this last meeting, exchanges on risks identified by Latin American countries took place, we discussed possible solutions to the challenges posed by international taxation and advances related to the implementation of the BEPS Action Plan. The work of international organizations operating in Latin America and the Caribbean was also disseminated, as well as the views and proposals of the academic sector and civil society. In addition, the members of the Network unanimously agreed to progress on a new work on harmful international tax planning.

The Executive Secretariat of CIAT appreciates the participation and support of all the members of the Network present in Cartagena de Indias and in particular, the contributions of GIZ of Germany and of the Spanish Cooperation, which have been essential to carry out the meeting.
