Natalia Quiñones Cruz

She is a lawyer with more than 20 years of experience in international taxation, with a career spanning government, private practice, and academia. In government, she led Colombia’s Pro-Tempore Presidency and the creation of the Platform for Taxation in Latin America and the Caribbean (PTLAC) during 2022–2024, and served as Head of Colombia’s International Tax Office between 2018 and 2020, during which time she was appointed as a member of the Steering Committee of the OECD Inclusive Framework.
In 2022, she was appointed a member of the Permanent Scientific Committee of the International Fiscal Association (IFA), becoming the first Colombian and one of the first Latin Americans to receive this nomination. In 2023, she was appointed IFA’s first female Vice President since the organization’s founding in 1939, and in 2025, she became the first woman and the youngest President in the organization’s history.
In professional practice, she has led several transfer pricing and tax treaty litigation cases in Colombia, and has advised high-net-worth families resident in or holding assets in the country. She has also advised governments and judges in the region on the application of international tax rules, including transfer pricing.
She has written extensively on international tax policy, beneficial ownership, exchange of information, transfer pricing, tax treaties, tax arbitration, and international tax dispute resolution, including arbitration. She has specialized knowledge of the extractive and financial industries.
