Officials from DIAN, CIAT, and the AEAT of Spain meet with the Spanish Ambassador in Bogotá to discuss tax cooperation initiatives

On May 23, 2025, representatives from Colombia’s National Tax and Customs Directorate (DIAN), the Inter-American Center of Tax Administrations (CIAT), Spain’s State Agency of Tax Administration (AEAT) met in Bogotá with the Ambassador of Spain to discuss the outcomes of a project aimed at strengthening DIAN’s capacities in international taxation. This project was coordinated by CIAT, funded by the Swiss Cooperation (SECO), and technically supported by the AEAT of Spain.

The meeting provided an opportunity to showcase DIAN’s progress in transfer pricing, advance pricing agreements, and mutual agreement procedures within the framework of tax treaties to avoid double taxation, as well as to explore opportunities for cooperation to ensure the sustainability of these achievements. On the latter point, delegations from DIAN, AEAT, and CIAT held a meeting on May 22 with SECO’s representatives in Colombia.

This project, aimed at strengthening DIAN, is a prime example of cooperation and coordination between CIAT, the Kingdom of Spain, and the Swiss Confederation. The current challenge is to continue providing support to DIAN, to cover all areas of interest in sufficient depth in the future and to facilitate progressive and sustainable progress over time.

The CIAT Executive Secretariat extends its gratitude to SECO and the Government of Spain for their commitment to supporting the development of tax administrations in Latin America and the Caribbean.
