Participatory budget in Madrid

Taxpayers are responsible for paying taxes in order to use public services. Nevertherless, on many occasions, the distribution of public expenditure is not always as citizens would like, leading to criticism, which could be diminished if they were able to take part into the distribution/design of public expenditure.
Due to its recent designated local government, Madrid is facing a new way of public management. The Mayor proposed a localproposal participatory budget that could be around 5 and 15% of the total city budget. Even though it is true that in Spain we already have several examples of participatory budget, the one proposed for Madrid would be the highest one (higher numer of inhabitants and therefore higher budget).
Would you support this measure? Do you think this kind of measures help to have a more reliable politicians? What kind of matters could be decided by the citizens? Do you know any similar case of success? Are the citizens prepared for taking part in these technical issues?
There is not doubt about the interest of the measure but its success will depend upon its design and management by politicians and on the individual responsability of the citizens.
