Last June 9,  the “Goya” Room of the main headquarters of the Ministry of Economy and Finance of Spain served as venue for signing the renewal of the Technical Cooperation Agreement between the State Secretariat of Finance and Budget, the State Agency of Tax Administration (A.E.A.T.) and the Institute of Fiscal Studies (I.E.F.) of the Ministry of Economy and Finance of Spain and the Inter-American Center of Tax Administrations (C.I.A.T.).

The aforementioned agreement was signed on behalf of Spain and representing their institutions, by the State Secretariat of Finance and Budget and President of the A.E.A.T., Mr. Carlos Ocaña y Pérez de Tudela and the I.E.F. Director, Mr. José María Labeaga Azcona, while representing CIAT was its Executive Council President, Mr. Pablo Ferreri Silvera. Also present in this ceremony were the new General Director of the A.E.A.T., Mr. Juan Manuel López Carbajo and the C.I.A.T. Executive Secretary, Mr. Márcio Verdi.

The first Cooperation Agreement was signed on July 12, 1982.  Throughout these past twenty eight years, it has been the firm and clear expression of the Spanish Tax Administration’s support to the CIAT Executive Secretariat, in joint technical assistance, training, studies and research projects, in accordance with the CIAT Strategic Plan and its annual operational plans.

A Permanent Mission at C.I.A.T., was established within the framework of the first Cooperation Agreement and ever since  it has been in charge of jointly coordinating all actions.

Many are the activities carried out throughout these years, such as the Essay Contest, Research Scholarship, Tax Administration Review, participation in Working Groups and Permanent Committees, joint participation in Seminars and Courses as well as in the International Tax Administration and Public Finance Master’s Program.

The new Agreement has a four-year duration and expresses the resolute support to the Mission and Vision which CIAT as well as Spain have in relation to the future development and continuous improvement of the Tax Administrations of Latin America.
