Sponsored by SECO and CIAT took place in Panama the workshop on “Challenges of Tax Administrations in Latin America and the Caribbean: Domestic and International Aspects”

With the purpose of discussing projects in different areas of the tax administrations in Latin America and the Caribbean and good international practices, the workshop on “Challenges of Tax Administrations in Latin America and the Caribbean: Domestic and International Aspects” was held in Panama City from April 23 to 25, 2018.

The discussions held during these days were based on the work carried out in the last three years, in the six beneficiary countries of the Cooperation Program – Bolivia, El Salvador, Guatemala, Guyana, Honduras and Nicaragua. These works touched on various topics, which constitute strategic priorities for most of the countries of the region. Among them:

  • Taxpayers Registry
  • Electronic invoicing
  • Taxpayer service
  • Collection processes
  • Analysis of Tax Noncompliance Risks
  • BEPS, transparency and information exchange
  • Customs and tax aspects related to the tobacco and alcohol trade

In addition, experts from other non-beneficiary countries of the Program – Argentina, Brazil, Ecuador, Spain, Mexico, Panama and Peru – shared their experiences in the aforementioned topics.

The representative of the Swiss State Secretariat for Economic Affairs (SECO), Mr. Carlos Orjales, commented on the pillars of the Swiss Cooperation and the commitment of financing focused on the Domestic Resource Mobilization (DRM), which is oriented to the generation of national resources savings and their allocation to economic and social investments. For its part, the CIAT Executive Secretariat shared its vision on how to approach international cooperation in tax matters and the lessons learned in the framework of the CIAT-SECO Cooperation Program activities.

The Executive Secretariat of CIAT expresses gratitude to SECO for its valuable contribution in the development of the tax administrations of Latin America and the Caribbean, and to all the tax administrations, experts and cooperation agencies that have contributed to the strengthening of the Program.
