Studies Network

The CIAT Tax Studies and Research Network has been launched in 2010 in Panama City, Republic of Panama, with the purpose of promoting the exchange of experiences, mutual cooperation and training of the officers in charge of analyzing and evaluating tax policies in Latin America.

In its first edition in 2010 (Panama City, Republic of Panama), the meeting focused on the micro-simulation methods and their value for the analysis of tax policy and administration. In 2011 (Bogota, Colombia) the meeting discussed possible reforms in the design and management of the Personal Income Tax in Latin America. In 2012 (Santo Domingo, Dominican Republic) the main topic was to estimate the effective tax burden on investment. In 2014 (Montevideo, Uruguay), new approaches of Behavioral Economics to analyze tax non-compliance were explored. Finally, in 2015, the meeting dealt with the methodologies that evaluate the impact of voluntary compliance programs.

During these five (5) years of activity, the network has received the support of the tax administrations co-organizers of the meetings (DGI of Panama, DIAN of Colombia, DGII the Dominican Republic, DGI of Uruguay and SII of Chile), and with the assessment, the support or sponsorship of various international organizations such as the IDB, the World Bank, ECLAC, the European Commission, IMF, GIZ, ICEFI, Abdul Latif Jameel Poverty Action Lab (J-PAL), Ministry of Finance and Public Administration and IEF of Spain, OECD, among others.
