Marvin Cardoza is an economist and specialist in fiscal policy and tax administration. He holds a Master’s degree in Economics, with a specialization in Applied Macroeconomics and Public Policy, from the Pontifical Catholic University of Chile, and a degree in Information Systems Engineering from the Catholic University of Nicaragua. He is certified as a TADAT evaluator.
He currently serves as Tax Risk Management Manager at the Dominican Republic Tax Administration and was previously Economic Studies Manager at the same institution. He has extensive experience in risk-based tax compliance management and applied economic analysis.
He is a consultant to international organizations, participating in short-term technical assistance on topics such as tax risk management, machine learning models, cost-benefit evaluation of tax incentives, compliance gaps, tax expenditure, evaluation and diagnosis of tax administrations, among others.
He is the author and co-author of various academic and technical publications, including CIAT documents, articles in specialized journals, and books on economics, taxation, and the labor market. He is also a university professor of economics.
