Mauro José Silva holds a Ph.D. in Law from the University of São Paulo (USP) and a Master’s degree in Law from Mackenzie Presbyterian University. He also holds degrees in Civil Engineering and Law.

For more than 30 years, he has served as a Tax Auditor of the Brazilian Federal Revenue Service (Receita Federal do Brasil), with extensive experience in the interpretation of tax legislation, binding tax rulings, and administrative tax proceedings.

His academic work focuses on domestic and international tax law, international tax cooperation, tax compliance, and mechanisms for promoting cooperative compliance.

He currently serves as Vice President of Unafisco Nacional, the representative organization of the Tax Auditors of the Brazilian Federal Revenue Service. In addition, he conducts research and publishes academic works on tax regulation, tax administration, and the relationship between taxation and economic development.
