The AFIP from Argentina and the SAT from Mexico exchange experiences in registering and locating taxpayers
Within the framework of the EUROsociAL II program, funded by the European Union, the Federal Administration of Public Revenues (AFIP) of Argentina visited the headquarters of the Tax Administration Service of Mexico (SAT) from July 14 to 17, 2015. The purpose of the visit was to know directly the Mexican experience and exchange best practices in systems for registering and locating taxpayers to identify opportunities for improvement.
During the past three years, AFIP has allocated significant resources to the consolidation of the massive processes for control of compliance with tax obligations, having achieved the quality certificate under the ISO 9001-2008 standards for these processes. However, from the measurement of the different stages of process, potential for improvement in terms of registration and location of taxpayers have been detected.
This visit takes place in this context, and has enabled the Tax Agency of Argentina to observe the performance of software applications and mechanisms of location of taxpayers developed by the SAT, to discuss with the applied rules and learn the criteria for the notification of the taxpayers. They could also visualize the interactions between the tax authority and the taxpayers in their different forms and communication channels, knowing the products and results in a direct way.
From this visit, the AFIP was able to identify several opportunities for improvement in management of tax registries, processes related to the promotion of voluntary compliance and management of the collection for major segment of taxpayers.
This activity is part of the action of voluntary compliance with tax obligations in the area of public finances of the II EUROsociAL program, funded by the European Union, coordinated by the FIIAPP and in which the State Agency of Tax Administration of Spain (AEAT) and the Inter-American Center of tax administrations (CIAT) act as operational partners.
