The 18th Plenary Meeting of the Global Forum (GF) was held in New Delhi, India, from December 2 to 5, 2025. More than 400 delegates from 143 jurisdictions and organizations were participating together, including CIAT. Throughout the plenary session, authorities from finance ministries, tax administrations, and various international institutions presented achievements, best practices, challenges, and next steps within the framework of the initiatives promoted by the Global Forum.

The CIAT Executive Secretariat also participated in the Latin American Initiative Meeting held on December 1, whose purpose was to accompany and promote the progress of the 15 countries that have signed the Punta del Este Declaration in adopting transparency standards and effectively using the information exchanged, both for tax and non-tax purposes.

On December 5, the CIAT Executive Secretariat actively participated in the Global Forum’s Meeting with Technical and Development Partners, which aimed to analyze challenges, solutions, and success stories in capacity building. At this meeting, CIAT presented a summary of its actions in the area of transparency and information exchange, which include training programs, technical assistance, documents, tools, technical meetings, and services—such as the Tax Help Desk and the Consultation Service—as well as the challenges associated with technical assistance programs and related success stories.

Finally, the CIAT Executive Secretariat congratulates the Global Forum and the Government of India on the success of this 18th Plenary Meeting.
