CIAT participated in the opening panel of the launch of Brazil’s CONFIA Program
On December 9, 2025, the Receita Federal do Brasil (RFB) celebrated in Brasilia the completion of the Cooperative Compliance Program, known as CONFIA, which began in 2021, and its official launch. This program was developed in collaboration with taxpayers through dialogue forums, procedural testing, and a pilot project. The program is entering a new phase, with greater maturity, structure, and more robust regulations. With the launch of CONFIA, the number of participating companies will gradually increase. Currently, the pilot program includes 20 companies, and new places will be opened according to the operational capacity of the RFB. The opening ceremony featured speeches by Mr. Robinson Barreirinhas, Special Secretary of the Federal Revenue Service of Brazil, and Mr. Fernando Haddad, Minister of Finance of Brazil, among other authorities.
The Executive Secretariat of CIAT was part of the first panel of the event, whose objective was to offer an international perspective on cooperative compliance. This panel was moderated by Ms. Andrea Chavez, Undersecretary of Taxation of the RFB, and comprised representatives from the IEF of Spain, the University of Vienna, the IMF, the OECD, and the IDB. The panelists presented a global perspective on the pillars of cooperative compliance, the Tax Control Framework, indicators, and other essential characteristics, allowing the audience to understand how this concept is understood internationally.

The event was attended by approximately 250 people, including representatives from the RFB, international organizations, subnational and foreign tax administrations, and companies and associations that participated in the construction, testing, and piloting of CONFIA.
The CIAT Executive Secretariat congratulates the Government of Brazil, and in particular the RFB, for successfully launching this initiative, which is the first regional experience in cooperative compliance and is undoubtedly a very useful precedent for countries in Latin America, the Caribbean, and other regions.
