International Seminar: Facing the Challenge of Informality in Latin America

On May 9, 2025, in Santiago, Chile, the seminar “Facing the Challenge of Informality in Latin America – A Perspective from Tax Administration” was held, organized by the Inter-American Center of Tax Administrations (CIAT) and the United Nations Development Programme (UNDP), with the valuable support of the Servicio de Impuestos Internos (SII).
The event brought together tax authorities, academics, and representatives from international organizations to analyze informality from a multidisciplinary perspective that encompassed tax administration, fiscal policy, and social policy.
The opening ceremony was led by Márcio F. Verdi, Executive Secretary of CIAT, and Georgiana Braga, UNDP Resident Representative in Chile. The seminar was structured into three thematic sessions. The main presentations were delivered by Heidi Berner (Finance Undersecretary of Chile), Carolina Saravia (Deputy Director of Control, Chilean Internal Revenue Service), and Ricardo Guerrero (Tax Specialist LAC, UNDP).
Throughout the sessions, various panelists shared experiences and concrete proposals to address informality and its impact on social equity and revenue collection. The event concluded with a roundtable on mechanisms to combat tax evasion and the identification of priorities for future actions, reaffirming the commitment to advancing toward more inclusive and effective systems in the region.
