New publication: “From diagnosis to action. Solutions for IT talent management in tax administration. A focus on human resources.” (Spanish Only)

This document was prepared as part of a qualitative explorative study promoted by CIAT, with the aim of understanding the current challenges in human talent management and technological strategies in the technology units of tax administrations, with a focus on Human Resources.

The methodology was based on a combination of tools:

• Surveys addressed to strategic officials in tax administrations, such as directors general, information technology managers, human resources managers, and technical staff.

• A complementary study was conducted on salaries in the IT sector in the private sector globally, in CIAT member countries, which is available for consultation as comparative input.

The analysis was based on a matrix of solutions, evaluating each proposal’s critical feasibility, potential issues, estimated implementation time, and approximate budget.

This approach made it possible to develop a mix of tailored solutions, recognizing the regulatory and operational constraints inherent to the public sector and prioritizing collaborative, gradual, and viable proposals. Rather than a definitive diagnosis, the document serves as a current basis for inter-institutional technical dialogue, strategic design, and the continuous improvement of our capabilities.
