Meeting of CIAT’s Permanent Ethics Committee reaffirms commitment to tax integrity in La Antigua Guatemala

From April 9 to 11, 2025, the Spanish Cooperation Training Center in Antigua Guatemala hosted the CIAT Ethics Committee Meeting, a cooperation platform that brought together representatives from key areas such as human resources, internal audit and management of tax administrations from Latin America, the Caribbean and Europe.

During three days of work, the delegations reflected on the role of ethics in tax management in the face of contemporary challenges, while sharing institutional approaches aimed at strengthening transparency, accountability and public trust. The event also made it possible to advance in the technical review of different chapters of the Internal Control Manual, a document that will be presented by CIAT by the end of 2025 as a reference tool for the tax administrations of CIAT member countries.

One of the highlights was the presentation of Paraguay’s pilot experience in the application of the Internal Control Self-Assessment Guide, which made it possible to show concrete replicable results and lessons learned.

The meeting concluded with new commitments to strengthen the Committee’s strategic planning, expand its international visibility and consolidate its operations through periodic meetings, including an upcoming virtual meeting in November 2025 and a face-to-face proposal in Cartagena de Indias, Colombia, in April 2026.

CIAT and its member countries continue to move decisively towards a tax administration with integrity, ethics and at the service of citizens.
