The new public career system of the Internal Revenue Service of Chile is featured as an example of good labor practices
The Civil Service of Chile, the agency in charge of Human Resources Orientation, Coordination, and Follow-up in the Public Service, highlighted the Internal Revenue Service (SII), for the implementation of a new public career system, pioneer and innovator in the Chilean public administration.
Starting in 2016, the purpose of the new model is to contribute to the professionalization of employment, to make the internal processes of mobility transparent and to generate a career development based on merit, suitability and equal opportunities.
The new system arose from an agreement protocol between the SII and the Institution’s officials association, which was established by the Service Strengthening Act.
Among many actions, a series of career development regulations were defined, according to a ranking, a payroll organization that established new income requirements a process of career profiling was carried out.
The initiative promoted by the SII established that the access to the contractual payroll will be through public tenders, as a legal requirement to access the permanent position later. Meanwhile, for the permanent officials, clear mechanisms of promotion and promotion were defined.
The implementation of the new career model in the Internal Revenue Service has a 100% application of the allotted budget, covering all hierarchical levels and jurisdictional locations.
The officials of the institution have valued the model, emphasizing that it favors process transparency, career development and mobility based on performance and merit.
